How do games get away with copyright like this? Mobile game

I saw this game today called "Saiyan Warriors ream Squad" and its basically a dragonball z game with all the characters in it and story line. The publishers clearly did not pay for licensing, and hasnt included "dragonball z" anywhere on it but it still has all the characters and character designs in the game.

Is this still legal? As long as they create their own graphics are they able to do whatever they like as long as they dont reference "dragonball z"?

Its not like its a small game either, their grossing over $10,000 a month.

I am not an expert on this, but I think that Play store has become such a swamp, that nobody can keep up with sheer amount of stuff that is being uploaded on a daily basis. That being said, if developer has changed enough assets and remove all the references, there is a chance that no automatic screening system can catch him. If you think about it, the only persons that would report the developer are the actual IP holders, since customers couldn't care less who had developed that particular game, and since there is no chance for them to check each and every game, I guess there is a possibility to just get by.

Do you think I could reuse the graphics using by one of the rip off apps? By decompiling the app to get the graphics I could make my own game with their graphics as they are not the official dragonball z franchise. Would they be able to report it to google?

not sure if this helps, but if you're planning a churn and burn kinda game then you'll probably get away with it. Then again, unless you're certain your game will rank 1st amongst paid/ unpaid on app stores, you probably dont have to worry about being a threat to the IP holders.
