The process is really straightforward.
1) They get a clean subnet with 200 to 1000 IPs
2) Then they link with a virtualization machine along with the monitor system to keep the reputation healthy ( Example: MailerQ, PMTA )
3) Frontend panel to handle their customers and sending quote. There are so many free and paid panels ( Example : Mumara , Sendy , ETC., )

but if recipients report spam then will those IPs be blacklisted

They check price for what other popular platforms in same category are charging and price their own service near to that.
 
The thing is that, when you're completely new on the market with 0 clients, you can't charge what your competitors charge. You have to charge less than your competitors by a lot. Undercut them by 30-50% or even more, just as long as you make a profit it's fine. You'll want to get at least 3 clients and once that's done you can slowly raise your prices. Potential prospects can contact your current clients to ask for a review, and when they give a positive one you just continue getting sales.
