a seller who describes that he can rank any keyword or website to the first page of google..
but i ask him that my keyword is "hospital in singapore" ... he replied yes he can rank this keyword to the first page of google
then i ask him that i want "Hospital" to be ranked 1st page of google on my website
then he direct replied... thats impossible
.
so i want to ask just if we have main and short keyword how much budget we have to spend to be the 1st page of google

It would be possible to rank "hospital" locally, but globally no.
Does that make sense?

usually, even when putting just hospital it comes up with most of the local results anyway, so imo it wouldn't really matter.

And to OP. Remember when people put in hospital, your site probably won't be relevant to what they want.

he is right with his ability, rather than giving you a false hope. its not just the money that involve, i am more concern of the time taken to rank

Unless its a rarely used or completely nonsense term (or your own brand) then ranking single word terms is nearly impossible unless you're aiming for merely local rankings. Don't waste your time.

I could rank my word fhjktdyjrgefgshdyjgyiloy89p;kdfgg tomorrow in first place. My only hope would be "fhjktdyjrgefgshdyjgyiloy89p;kdfgg" means fuck the dragon queen in Valyrian and sell dildo's to earn anything.

Most of the time the traffic won't be very targeted, unless local, so I wouldn't be investing time and money in that. Instead, why not go for two/three word terms like "hospital in <city>", "children's hospital in <city>", "eye doctor in <city>" etc?
