I was considering bhw , ads don’t really have the budget to start with , as for fiverr and upwork it’s a lot of hassle to get going

Have a portfolio around a niche. It can be anything.
Once you have a few sites to show, you can cold call people in that niche. That's how i started out

I’ve tried cold calling locally but it’s a total flop !

Upwork is a good one (but it's quite costly). Fiverr is also a decent one. But both these platforms require a lot of patience, dedication and hard work. You can also look for other freelancing sites like guru, freelancer(dot)com, peopleperhour. Other than that, BHW Marketplace is a good one and last but not least, LinkedIn. I have got 2-3 clients from Linkedin
