How did this website end up on 1st page?

Hello, there is a furniture movers website with region United Arab Emirates with .ae domain name. This website is in Arabic language and has a link in arabic with text نقل-اثاث-دبي . This website is crap and just 2 months old. When you search with text نقل اثاث دبي (in arabic) it will show on number 2 on first page before google maps but as a service with Rating: 3.8 - ‎18 votes and with "people also search for". I'm sure this website has done no SEO maybe some basic SEO. This website has no SSL activated. All I want to know is how to get my website in place of this website with using same text نقل اثاث دبي . What is this service section, how or if I do it with higher rating and more votes, will it end up higher than this website? Is it the domain .ae that made it appear 2nd on first page? I'm pleased to get knowledge about this and your help will be appreciated, thanks.

i have just found out this website since my mother language is arabic
you are right they have no backlinks
they have just a long article on this page (video & images included) ,service rating and GMB(With 50 Reviews) Ranked #1 also
maybe that's why they are on top page

IS possible that they have PBN links and cover their tracks by blocking seo tools spiders.

So what do you think I should do? I can use google business account and get like 30+ reviews for the service. Create .ae domain and add same arabic text/links with meta descriptions. Will that work and be enough?

maybe they have included their focus keyword everywhere in their alt tags as you said long article. They get higher chance to increase the keyword density in their content.
