not sure how this works on fb, but maybe he got verified with the same money he pays for the likes, he seems like a mini celeb as well
or maybe he just knows somebody who has this kind of reach at fb
but for instance on twitter if you keep spending $5k/month on advertising, you can get and keep yourself verified, even if you're not a celeb/vip person just a mere mortal
or if you work for a twitter verified company as a higher level employee, you can also get yourself verified w/o spending a dime

If you have an Art page then you can easily get in contact with real celebs because they think you must be famous too! I would like to get a verified page and want to create portraitpaintings for stars from game of thrones or other popular stuff. I saw that Lindsey stirling anwser all messages from verified members and maybe you can get a verified status from twitter, too. Thats the key to get in contact to high society and u can be regognized for being an artist... for example: Toni Mahfud
After his page was verified he get 20k likes for each image and i can draw similar but have only 1k fans
