how did he make his name blue on another person's fan page?

you can get anything blue by just adding the "@" sign befor profile/fanpage you want to tag

it's like that with the "@" if the suggestons don't come up you have to become fan first of the fanpage you want to tag

It's easy. You need to use your page(at least 60k) as profile and comment in other pages' comments. That's all.
