Depends what your niche is. I typically only jumped on Twitter to view politics. But that's me. But I would go through courses on how to be successful on Twitter in 2019. Only take advice from those who are actually successful on Twitter.

Is it worth your time? I believe anywhere people are is a worth of time.
 
Retweets from bigger accounts in your niche works amazingly well

I won't say it dead but for me twitter traffic is not that suitable for marketing. well it depends on what you sell and how good you are in marketing through social media especially twitter. I have no success promoting in twitter XD, but for some people maybe different.
I like twitter because it spreads the information faster than the other social media. People using it just to see funny things, politics and entertainment.
For promoting something, i would say fb or ig is better
 
If you think it's even a little dead, you will always make an excuse for why it isn't working.
 
If you're in anything journalism, politics or tech related Twitter is absolutely bigger than ever.
 
I don’t think Twitter is dead at all. In fact, it has over 100 million daily users. With so many people out there, it has to be worth it. Personally, I like Twitter marketing, and it’s been one of the major traffic sources for several of my websites.
However, I don’t think Twitter works for all niches. I’d advise you to check if your target audience is there before investing your time and money. If you find that it’s good for your niche, learn everything you can about 2019 marketing strategies and get to work.
 
I would waste my time on some other site.
 
Twitter is very niche-specific. Any niche that thrives on content and discourse will do well on Twitter. That's its selling point; that's why people congregate there.
