how could i run 20 accounts safely ?

Im hoping i can get some advice from the pros and build these accounts safely. Would i need 5 private proxies ? Am i able to create and manage all 20 accounts off of 1 cell phone number or do i need multiple phone numbers ?

Yes, you pretty much need at least 5 poxies ( no more than 4 accounts per ip) . From what I know you can't create more than 10 accounts with the same phone( you need to change the phone id after that), but as with proxies, I wouldn't create more than 4 accounts with the same ip/phone id. As for phone numbers, you only need those if ig asks you to verify your phone number.

From my experience I can create up to 7 accounts per phone/device ID before getting the "device ID error" when creating new accounts.

Would you happen to know if getting a device error for making to many accounts jeopardises the other accounts already created ?
