How could I purchase bitcoins with card or paypal ?

Well there are lot of ways to buy Bitcoin with PayPal the safest i think is via localBitcoins. You do the buying with a real person and with the help of feedbacks and rating you can find many sellers there who are willing to sell for PayPal money.
For Credit Card i wouldn't think you should use your Credit card here and there because of the security issues but if you live in USA you can use coinbase to buy Bitcoin directly via bank account or Credit Cards.

No PayPal does not allow you to Buy BTC or else they would have given an option like Payza
