Have you tried Ahrefs? It is not much expensive and is a good tool to check DA PA of sites.

Yes of course. I have used it to check the DR PR of sites, check backlinks of competitors.

First Thing It's not PR it's UR=URL Rating
Second thing is OP is not asking for DR UR checker he asking for DA= Domain Authority, PA= Page Authority checker these are MOZ Metrics not Ahrefs better to read properly before write answer
