I'm looking on Offervault and such. They show programs where they payout for a lead. A lot of them don't say when exactly the commission is earned. Some say when there is an email submit. Others say they pay on a lead but it looks like they really want a closed sale.
How can you tell when the lead affiliates pay out

There are lots of legit programs too with which you can make money.The best way is finding a job or project in a freelancing marketplaces like odesk or freelancer or elance and get the job done and get paid.However a program is legit or scam you can easily find it by searching on Google.

it depends on what verticals you're talking about but there are many lead based campaigns that pay on lead submit alone.
could you point me to a sample of an offer that would payout a comission with no actual purchase?
