I'm looking to rank for a localized keyword in my city and looking at the top 2 sites on Google, I don't understand what's happening.

1st listing is a site with Google PR 3, 533 Majestic SEO backlinks, 18 Alexa backlinks, 3,000,000 Alexa rank
2nd listing is a site with Google PR7, 397,000 Majestic SEO backlinks, 1612 Alexa backlinks, 368,424 Alexa rank

Neither have any part of the keyword in their domains.

The guy in third has a Google PR 2, 816 Majestic backlinks, 30 Alexa backlinks and roughly 3.2M Alexa rank. Also no part of keyword in the domain.

How is the weaksauce site in first out ranking the second guy?
 
Is there any way to obtain 397,000 high quality backlinks? No. That tells me a lot about the types of links he has built.

Not knowing what type of links the #1 guy has, I'd say his would have to be of higher quality and from related sources.
 
1) PR doesn't mean anything when it comes to ranking
2) You can block majesticSEO/ahrefs spiders from crawling all your links

There are many other factors, on-page SEO, fresh content updated regularly, site speed, etc.. But yeah, I have a similar case where a douchebag is ranking 1st for one of my client's sites and his content is just so thin, its criminal + he posts about 1 article per month with 3 links to his (or his client's) ecommerce site. *sigh* Ok, back to wiki blasting my tier 2s... best of luck
 
So would you say the guy in first would be fairly easy to out rank?
