How can some people spam Pinterest like that ?

I see many people have more than 1.5m monthly viewers, and they just pin pins from there own sites, and that pins for example just a picture (lead to their own site) for a DIY projuct, without any link or method to do this projuct ! how Pinterest does not recognize that ? are Pinterest users usaly does not use (Like /Dislike) button that appear in the Pinterest app when the user visit a pin source? or maybe they are use some method to resolve that ?

This was the case for a long time now, unfortunately. But Pinterest is well aware of this issue and they are doing a lot of things to get rid of these spammers.
Their operation started in October and apparently it's continuing. A lot of people are losing their accounts daily and their websites are getting banned. Most of them are spammers and some are innocent users. Later ones will get their accounts back easily.

Pinterest is heavily onto spamming nowadays and that's good in my opinion.
Things are becoming much, much harder to promote on Pinterest and the only ones who will see some progress regarding traffic are the ones who are playing the long-term game and providing great content to the users.

It was a time that Pinterest takes some moves finally.
