How can I verify Paypal accounts without any certification?

Hello
I want to register another Paypal account. I have my CC so I can verify the account via this. But as you know when Paypal limits an account we should send some certifications for them.
Please tell me how can I bypass this matter?

just photoshop the documents, google utilities bill and change the address on that, invoices, even works with the ID, the only thing u can't bypass is the SSN

An easy way to get a paypal without limits is to make a new one using either fake or real information, and than sign up to netspend and get one o the virtual bank accounts they provide *free of charge*.

Does it work even if we give fake info. How can u over come when they ask you for documents.

well the problem with doing is WHEN they lock your account... you wont be able to prove your identity...making fake id etc I dunno about. I have heard many stories about people loosing money because paypal locks their account and they cant confirm its theirs.

Well, This seems a great idea but Im not really that expert in photoshop

So I pay anyone can do this job for me.

Actually I can make and verify an account with true CC but my problem is when they lock ( or limit) my account.
I should send them some document for proving my identity.
