I made a PayPal account and attached a VCC into it,

After receiving my first payment this happened what now?

Btw the email made with a name that I don't know anything about.

ebay needs to verify your account, so you have to submit government issued ID and billing information that matches your government ID. Be sure to read the message inside ebay inbox ot be sure that its legit

Just submit the documents that you are asked.
And if you bought a fake account then check the marketplace to buy some documents.

That's easy to pass. I got my documents from @Easystealth
They have a service here, so you might wanna check that out if you cannot make the document yourself.
