learn it by doing it (blogger, wordpress), you can also buy your content but in the long run it is always better to master your passion

Since you are just beginning all of the posters suggestion about niche research and all are dead on.
You may want to start in the realm of free blogging rather than paying for a domain name, hosting, having to learn how to install WP, etc and build a site BEFORE you can even write one word. In that case, I recommend going with an account on BLogger (it's free) or something like that and get used to the routine of research, writing and posting.
IF you decide you like blogging then you can get a domain, hosting, etc and always link out to your blogger articles.

Looks like you've already received similar answers.
I've seen quite a lot blogs that started on Blogger/WP free version and after they became popular/successful enough, they transferred to a paid domain. So, work and quality are important. Good luck!
