there's a lot of blogging app for android/IOS out there, but for its not working for me.. you should start in PC as its more powerful and comfortable to use.

Yes it is impossible to have all apps in one tablet. Android and ios are made not for blogging. It is a difficult task should be done by PC.

Yes you can surely blog about android apps.
Two things you should ascertain before writing such a blog:
1) is there enough traffic in the posts you are writing about?
2) Will this be a business or just a hobby?
Because, if this is a business, you have to be serious about your plans. How much you will write? What is the goal of this business? All of these things you have to calculate before starting the blog.
