How can I setup google voice without a US phone number?

I spent all yesterday setting a US number up using voip/free DID but when I finally tried with googlve voice they passed in terms of being accepted but I was unable to choose a google voice number. Id just get an error every time. People said that it was cos free dids arent blcoked by google specifically but if theyve already been used then they get blacklisted.

Any other way around this?
