You can contacts those website and ask them to remove

You can point them to a dead end page with noindex tag.

You can disavow them.

The easiest way would be to disavow them. I wouldn’t bother, google is a lot better a detecting these type of spam links and ignoring them. If you have any penalties, then disavow.

disvow them is a much easier option but only recommended if you’re losing your rankings

i would not worry about those links. almost all websites have those *.in backlinks. Interesting thing is that they show up in moz, but I have never seen them in google webmaster link report. so that should tell you something.

Don't bother of those links and build quality links so google ignore those spammy links.

It's better to disavow those links to be safe or try to contact website owners to remove those links.

There are useless top 100000 alexa websites listing links.

All top 100000 alexa websites will have these links.

Do not bother about these links.

I wouldn't worry about them if I'm on that position. You can still disavow them.

They will fall away over time, either from google figuring out they are spam links, or the sites where they are dropping cause the webmaster doesn't make any money.
