How can I rank/rate backlinks?

I don't think such a tool exists. The best you can do is check the UR / PA of the page that provides you the backlink and based on the UR / PA and the number of OBLs on that page try to guess a rough estimate of how much link juice that backlink might give you

How someone chooses to rank/rate a backlink is highly subjective. It can be by third party metrics (Ahrefs/Moz/Majestic etc), traffic, link attributes (nofollow, ucg), anchor text, # outbound links, and numerous other factors. You'd have to be more specific about what information you're actually looking for.

Backlink quality can be judged by many factors like spam score, DA, DR, TF, and traffic by using tools like MOZ, Ahref, Semrush, Majestic, etc.
 
If you meant by checking the quality of the backlink, it depends on many factors.

basic ones being checking the PA /DA of the site that you have linked to. You can also check the spam score.

2. Put your urls (200 max) for each use
3. rate and rank them

you can't. no one really knows how Google rank links.
in the past there was a way, when google published their PR - PageRank.
When you see PR/PageRank today, it's not google's, but other formulas trying to calculate it, and 100% wrong. how you know this? see the differences between ahrefs, moz, semr, and others.
one thing is for sure (i know many don't think this), there are no "bad" links, just links that help less than others.
the most important thing is Content.
and then just get any backlink you can (even those considered as "bad").
within 2-3 months you'll see results.
 
Check out backlinks matrices, good quality backlinks can be check by their matrices like DA, DR, PA, SS, TF etc. Paid and free both tools are available for checking backlinks matrices. These kind of backlinks will help to rank.

- DR (Domain Rating) > Ahrefs
- TF (Trust Flow) > Majestic
- CF (Citation Flow) > Majestic
- RD (Referring domains) > Ahrefs
- Organic traffic > Ahrefs or Semrush

My Fav tools are Semrush , Majestic , Moz and Ahrefs .
