try to get more competitor backlinks, Ahref is the best tool in the industry but it is paid. a free tool like Ranksignals.com also gives a lot of information on competitor links. get those links and while use Moz toolbar to know spam score of those sites (leave the sites which have spam score more than 2).

You have tell more specific about your work. Which keywords you are targeting and what is your work sequence. If old one is not effective create new strategy with proper keyword research and start doing it again.
