You can use SAPE links, edu links, blog commenting, Profile links, use addmefast for social signals, take sitewide links etc. This will eventually rank your site for a day or two after which it will trigger Google and increase the chances of getting your site banned. This method is best preferred for ranking Event sites or micro sites.
Well he is not asking on how to rank fast for google he is asking for bing

You work on high rank website and links plus good content.
What have i have noticed in Bing SERPs is that the website ranking in top 3 spots have got more than 100K spammy backlinks with insanely high exact match anchor text (More than 70% and less than 80%). So what you can do is buy GSA SER and GSA captcha breaker software to build this insane amount backlinks. One more thing Bing gives more preference to exact match domains and the last thing is use pages instead of posts because Bing likes page more than posts. That's all you need to for good ranking on Bing.

Get free trial of Ahrefs and check Bings top 5 - 10 sites for anchors, amount of referring domains, and link velocity. As well as type of links
Then copy what you see and rank your own site. Use exact match domain as stated above.

You should use RankerX and GSA blast, you can totally rank on Bing within a month or less
