What can I do to achieve more attention online?

What black or white hat methods can I use?

What you are asking for is local SEO. You want to have a nice website or FB page, and you want your potential customers to find you when they are searching for a restaurant in your area. This can be achieved by implementing so-called SEO campaigns (long story short).

You do not want to buy reviews, I suppose he meant to get reviews, not to buy them.
This is one of the things to do, but as I said you can also SEO your product. Promoting a physical product online requires various types of campaigns.

Facebook contests work very well. You can really dial in the geo targeting and demographics in your ads.

You may want to look into sms marketing, nothing works better for driving foot traffic to restaurants. You can do birthday marketing, special of the day, contests, and setup loyalty programs, the open rate for sms is way better than email or anything else.

There are several channels you can use.
1) Facebook page - sometimes, if your restaurant's FB page has enough likes, Google will list your site as the authority for that specific niche when searched upon on their search engine.
2) Google Business - you can get your business listed for free - create a business page and get your address verified by requesting a verification code. Once page verified, it will list your business on Google map, and your listing will show whenever a specific keyword is searched.
3) Get country level domain - it appears Google does favor country-level domain for local SERP, as these sites appear to be ranking fairly well for locally searched SERP.

Get your citations done and rank them for your city / town. Yelp, Facebook, Twitter etc
