I have a business ads account, acc settings are below, but I dont want to be charged with 20% VAT :( I spend $500, paid $600...

You need to add your VAT registration number in your account settings.
 
Or use a US proxy and US address :)
 
Change your country and all other details to a country outside of EU and you don't have to pay VAT.
 
If you're asking because you want to avoid paying VAT in a legal way, seek actual advice from an accountant/solicitor, rather than from some randomers on the internet.

*I'm not a financial professional, so take what I say with a pinch of salt and seek someone who knows what they're talking about.*

It might be beneficial for you to register for VAT. That way, you can claim back VAT that you pay for goods or services. You would then have to charge your customers VAT where applicable - but if your business model means you don't have customers then you might be in a win-win position.

That seems quite simplistic, so seems too good to be true - I would definitely look into it further before taking my advice.
