How can I move my site in Bing Webmaster Tools like Google? I tried to find it, but didn’t find any option

Bing doesn’t really “move” sites like Google; just add your site to Bing Webmaster Tools and submit your sitemap to get it indexed.

But how can I transfer the ranking from my old domain to my new domain?

You’ll want to 301 redirect your old URLs to the new domain, update sitemaps, and monitor in Bing Webmaster Tools — basically tell Bing “this content moved here.”
