I have bunch (hundred thousands, maybe a million) of Philliphines phone number, which also contain names, and address.

Is there any proven way to monetize this?
I also open for a JV.

It depends on how these numbers were acquired. If they're cold numbers without any direction, any option is as viable as the next.

i would try to clean it some way, send it a general offer and see who click and fill out something, with those that do something you put them on a group (group niche A) them repeat with another offer to the ones and create a group with the ones that do something and so on until you get several groups and them your list will make some money based on niches

Unless you have a lot of money for sms campaigns, these numbers are of no use and non-monetizable.
These are general numbers, no fixed niche, so you don't know what product/service can be pitched to them. You'll just be burning money setting up campaigns after campaigns.
Selling the list of numbers locally seems a better option.

It really depends on how you got access to this list and how emails were gathered in the first place, and if people there agreed that their emails and phone numbers can be used for later promotional purposes. As if they didn't, you won't have much to do with that list, especially if it's not segmented by any criteria or if leads aren't divided somehow. Not all lists are useful, unfortunately, only the ones that contain valid addresses and that are filtered by some criteria.
