What software can I use to make this kind of video? And for anyone who has experience, how difficult and how many hours would it take to make something like this?

This is not a whiteboard video This is the inside of a trading platform like Binance. He just records his screen while he takes a look at the charts.

edit: nevermind, I just saw that at the beginning of the video there are some whiteboard elements as well. You linked the video with a timestamp so it starts right inside the trading platform.

Videoscribe and Doodly are two options for creating such whiteboard animations as seem at the start of the video

This one uses videoscribe whiteboard video maker. There are quite a lot of others too such as Doodly, Truscribe, Camtasia and Easy Sketch Pro. You can see many gigs on Fiverr who do this or you can use free versions to learn. Many animation software request you to purchase license to use full functionality!
