Is it possible to make money with twitter only and cpa network , or the cpa offers must be sent to the user via costume website?

I'm planning on growing some twitter accounts and it would be nice to know how can you earn from it before stepping further

Depends. Some networks/offers allow direct linking, so you don't need a website, others don't allow it or even social media as a whole is not allowed as a traffic source. You should ask your AM, when in doubt, but usually the forbidden traffic sources/methods are mentioned in the description of the offers.

I use my own domain that pertains to the niche of the twitter account and just have it redirect to a smartlink. Never had a problem doing this tbh
