I am a rookie. I started running my clothing website for a few months and I tried to buy backlinks from FIVERR, but the result was unfortunate, they didn't bring me traffic. How do I create an effective backlink and bring me organic traffic?

Post high-quality articles related to your brands and share them on social media to drive traffic. You can also look for guest posting opportunities on high authority sites in your niche to acquire quality backlinks.
 
Find relevant websites that accept guest posts. Write a good quality article that answers your audience problems and start pitching it to websites that accept guest posts. Google your niche + write for us and start doing outreach.

Google "guest post outreach" "link building strategies" etc and you'll find a lot of blogs that will teach you how to get links.

If you are referring to posting comments in local directories and blogs, and links to website profiles. I have been working on these but have not seen the effect

No, create the blogs and link back to your money site. Not just commenting which no follow links
 
everything above or just buy them make sure they are quality not cheap crap from Fivver - Just make sure you don't build/ buy them too quickly as will look unnatural
 
If All you Need is traffic, Try Instagram Ads
 
Find good authority websites with follow links and link back to your money site.
 
Try with directories at the start they almost always index, then make some web 2.0, finding some expired tumblr with a lot of backlinks is always a good idea.
 
If you find more traffic then post a high-quality article on your website. Provide a backlink and create a web 2.0 to generate more traffic.
