Anyone familiar with sites like dailymotion, vimeo, live leak?

What is the best way to start a site like this where users can create their own account and upload videos that can be easily shared or even rated?

Wordpress + https://themeforest.net/item/videotube-a-responsive-video-wordpress-theme/7214445 would be easiest+fastest way to get started.
Best way is subjective...probably hire a pro to make custom site as WP sucks ass for the most part these days.

I use videotube theme on a project and it wasn't satisfy at all.
