¿How can I make a cloaker for Facebook Ads?

I've been searching for a cloaker for facebook, but all the cloackers that I've found it's too expensive. Are there any way to make a cloaker for facebook?

You're not going to find any cloakers for "cheap" (depending on what you consider cheap). They have to consistently update so the best ones are running for top prices (and not easy to access generally.)

Not sure if making a script exclusively for FB would be any more cost effective due to the maintenance you have to deliver

You should search more, I'm sure you'll find some cheap ones. If you are looking for the best ones then of course their prices will be high.

I am using fraudbrust it's cheap & works perfect.

Choose between "Best ones" or "Cheap ones". There are many good cloakers available but to serve your purpose, NoIPfraud and FraudBuster are good options (based on my exp). Also, when it comes to FB, you cannot just stick to a single cloaker. Best thing is to test different cloakers for your campaigns and choose the one with low "bleed rate".

Although cloakers do a good job, FB may suspend your campaigns anytime (based on the user's feedback).
