It's achievable, you'll need to invest, but not money... you'll need to invest your time.
Make couple of blogger blogs in different niches, make social accounts for them, populate blogs with unique articles, apply for adsense.
Share your articles on social networks like FB, Pinterest, Twitter to get traffic and clicks on ads.
Those are basics. You can research how to scale this up, there's a lot of info here on forum. Let's say you have 10 blogs, each has to earn 20 EUR per month so you get to 200 EUR.
Your main problem here will be creating content for these blogs. Since you don't want to invest in content writing services, you'll have to write them on your own. It will take a lot of time to regularly update 10 blogs but it's either that or money...
