How can I lower my CPC? (It says it'll be $14)

I want to run text ads only on Google. After picking the location, and the 4 keyphrases that I want to target it tells me that it'll be on average $14 a click? That seems like an INSANE amount! Is there any other type of campaign that I can run that will lower the clicks? Or is there some campaign that will be just cheaper in general?
