Read the forum.
As previously suggested. Learn how to do some keyword research and buy a good domain. Then get some cheap hosting for it. Pick up some free themes in our download section and start writing some articles for your new site. This is probably the best way you can spend the $30 IMHO. Dont forget to read A LOT.

If i were in your shoes here are a number of things i might do.
1. Buy a domain and hosting. Try to make sure your hosting budget last for 2, 3 months, you don't want to give up your site in the middle of progress. Get and adsense, amazon or CPA account, launch your site and start building back links using the free ways. If you are a newbie, you won't find this easy anyway.
2. Keep your $30 and offer article writing service if you English is good, if you don't like writing, you can use it to simply recapitalize and kick start a business of your choice.
3. Keep your money and sign up as an affiliate of a good product and use social networking and forums that allows the use of sig for free and earn yourself some commissions.
4. Create a free account on fiverr and check out what kind of services you can offer there. Use social media, forums to grow your level and avoid a negative reputation.
5. Sell items on ebay.
There are tons of ways you can make money for free.
Once, the income starts rolling, start to invest in your favorite business, buy sites and sell on flippa e.t.c.

Id say just read around more on the forum and make some more $$ . You can make money without having to invest and just because you invest in something doesnt mean you will make money . So just keep reading around
