Its not important how much money you have but how much believe do you have in your project. When I started my first one, I didn't have any budget with me, but if I needed graphics so I started study Photoshop, if I needed a website I started study html and so on, all its up to you, you can start a project with few or you can start a project with a lot, both ways are good.
There are only 3 step to do in your scenario after you found the product that you feel strong:
1. Open a Facebook/Ig page and make it appeal good
2. Put your link to the landing page of your product
Look, i'm not saying creating a website, creating a landing page easy and fast, you find plently of template online where you upload your pics, your text and one box where you ask email of the client
3. Invest this 10$ in FB ads.
if you get 100,200,500 clicks doesnt matter, but be in target with your niche. Analyze your clicks/return in subscriber.
If the count is zero it means or you have a bad product or you need to move on another niche.
