In the back end of Blogspot there is a place where you can edit your theme and add widgets, go there and find the widget that lets you place your own custom script (javascript / php) and insert it there and place it where you want in your blog. I have done this to create hundreds of movie / tv sites in a day using a shaver affiliate with a gateway and made decent money.

When you open the widgets pop up it should be in the top 10 or whatever. I didn't have to navigate off first page to find it.

Can't you add this kind of line in the theme
    Code:
    <script type="text/javascript" src="http://yourdistantsite.com/countryredirect.php"></script>
the PHP file would return a javascript redirect according to the country...
