i asked the affiliate manager and he said that the whale network depends on the content locker and you can't work with one offer alone

You can't get the link to a particular offer. You neither request for a landing page or create yours then when people click on it. Offers will come out.

Almost everyone in OGAds is doing CPA/CPI from the content locker. But if you want to promote single offers then this is where you find them: http://members.ogads.com/product-offers.php

I don't know how you manage to not see that button in the menu.
