How can I gain affiliates?

I need to successfully gain affiliates for promoting a cloud computing service. It is paid on a CPA basis. I've already tried e-mailing and phoning hundreds of websites. It's quite a generous offer. Any ideas aside from directly contacting websites?

How do I find these networks. My background is in content and linkbuilding. I know nothing about affiliate marketing and need to catch up fast.

Speak to the guys at StrongerAds who are heavily involved in this forum. They can point you in the right direction.

If you are wanting to promote per action, then I'd suggest hitting up CPA network owners so they can provide the affiliates for you. In the long run, it would be a lot less hassle.
