How can i do this (Create download page)

Hey guys i see some website doing this, but i don't know how it is done or the plugins they are using.

I want all my download links on my site to redirect to a specific download page on my site, where visitors will have to wait for some seconds before they are able to click on their download link just like the screenshot below.
