I wan't to sell an Google Ads account with credit line limit to an user, we already agree to make the deal, but for security reasons, we will make the deal through BHW admins, how we can do that?

Do you want the administrator to act as your judge to help you sell?
I think there is only one way to do that, get Jvip status, or Marketplace Seller status. Then post your own sale thread.

This is correct. Administrators and moderators cannot act as an escrow for deals made on BHW.
