how can i create unlimited youtube accounts?

hello i need to create many youtube accounts since i need it to be boosted by the algorithm in the first months of the account life, my problem is that however i need level 3 accounts, but this level i can only get it if i do the verification with phone number and ID, for me are not a problem the phone numbers but the ID is there a way to have the account "unlocked" without sending ID or making videos to youtube?
