How can I create new paypal account without getting limited access?

I've had some issues with paypal before and my IP go obviously blocked so I bought a new private proxy on BHW to create a stealth account but as soon as I tried to make a transfer to friend's account, I got the info about my account being limited.
Is it because I used the same windows profile as I used on my previous (blocked) account or is it some new paypal policy, where they ask every member to verify the account now? Or maybe proxy gives me zero anonymity and they traced my original IP address?
 
Or is it because I haven't cleared my browser cookies?
 
Everything has to be wiped clean from any of your previous accounts, cookies, IP, information, etc...
 
clear everything in browser, could also be a burned proxy
 
You can use CCleaner to clear cookies and history before logging in paypal. Be careful to use paypal
 
I have created many stealth accounts in the past. My most recent has lasted me over a year but I do the following:

1. Create new windows profile
2. Change IP (either via router by switching it off and on again if your service provider doesn't do static ip's or buy a 3g dongle and use that they tend to use different ip's everytime you use it)
3. Create new PayPal account using different details
4. Use a VCC to verify account
5. Wait a few days before doing anything else on the account until the verification code has come through. When it is verified you will need ID to raise any limits on the account. If your handy with photoshop use that, otherwise theres a guy on here who does all the documents you need to raise these limits.
6. Only when you are fully verified should you start to use the account properly. Always use the same windows profile to log in to this specific account. You won't need to delete any cookies or anything this way and it looks more legit.

Of course this isn't fool proof. I have had a couple accounts limited even by being extra careful using these steps.
