How can i create the best quality thumbnail in Adobe Photoshop can somebody tell me exact steps? thank you

thumbnail from what? do you have an original picture or do you want to create it from scratch? what will the thumbnail be used for? which size, etc? we need more details to help you

DaQuark is right. We need more details to give you additional information.

If you already have a picture, then creating a thumbnail is as simple as opening up the picture in Photoshop and adjusting the size. This might be cropping it to be a square or it could include changing the image size overall so that you have the perfect thumbnail.

I want to create thumbnail for online games . The size of the thumbnail is 242x246.

If you're just wanting the thumbnail, I'd recommend purchasing it instead of having to learn graphics and then create it yourself.
