Watch many videos about how to make a website to learn the ins and out, and syncronize that with what you want. You want a blog? Best idea is Wordpress. You want a membership or specific function site? YOu might have to program with something like html/css/js and {php|c#|python} or something. Tell us what subject you want to cover, and what specific functionality you are looking for and people can be more specific to you with their help. There is lots of options and situations apart from Wordpress also.

Yes, then wordpress is your best bet for flexibility then. Your next uphill struggle will come with checking out hosting. Hosting can be expensive if you just have 1 blog, but if you use shared or a cheap host you might not be able to handle the traffic, and you're website will be slow. Checkout the bhw marketplace for good quality servers to host blogs on if you want to deal with someone reliable here. If your goal is just to display content, then you'll get on just fine. Just might be slow to start for a while, but keep at it, and hold your sites for your life, and you should do well, if you maintain a high quality blog in a good niche.
