How can I charge back Freelancer via PayPal?

    It doesn't really fit anywhere else on the forum, so I decided to post here and hope for the best.

    I payed for a custom plugin and the freelancer keeps on delaying the project. I don't have enough time and I'm fed up with him now. He promised to deliver within 7 days and it's day 13 today. My biggest mistake is that I agreed to 50%/50% strategy, so I already payed him 50% before he even started. Now I'm not a wordpress developer but he provided me with his demo plugin, which doesn't work, but you can see appropriate tabs on the back end, so it's somewhat reassuring. The reason I want to charge back is because the communication with the seller is bad and the plugin is nowhere to be ready. I don't get updates, nothing. I already asked freelancerdotcom to withdraw the money which they will process on the 14th of Nov. I basically wasted 220$. I just don't want to be treated like shit and prevent others from being treated the same way.

    Will PayPal be on my side? I heard they do do chargebacks on digital goods? But it does say in freelancers privacy policy they can't refund if I already payed? I payed the 50% up front without getting my product.
