Rent a VPS for $30-40 and run unlimited softwares with unlimited bandwidth on your VPS.
This way you won't end up consuming all your home ISP bandwidth.

If you want the data on your computer then it will use part of your 40GB. What you are asking is like How do I put gas in my car out of the gas pump without the pump charging me for it? You can't. You could get a more efficient car and make the gas last longer which would be like the VPN that compresses the data. It use makes better use of the 40GB by compressing the data and getting rid of any blank space so you can get the most out of the data you have. The VPS through remote desktop is like putting the gas in a generator to power a TV watching someone else drive their car around. Uses much less because the data is only going to the VPS and you are using your data to remotely view it. If it is torrents then the vps would save you data because you would only be using your data to FTP the files to your local PC and the VPS would would be seeding the file back instead of you.

My mobile provider sells "uncapped 7mbps" plans for U$ 15. Problem is, the speed is never above 28k baud modem. Sometimes it even makes that old modem honking sound.
No doubt. I can get say 100mbit/s for $30. But 10 is enough for me.
Actually, it doesn't make much sense to compare Internet access in Africa with Europe or America.
The problem is that almost whole continent lacks proper telecom infrastructure. Only such countries as South Africa, Egypt and Morocco have notable Internet penetration and installed infrastructure.
There's even possibility that many African countries are connected to the global network by means of expensive and slower satellite links instead of normal land fiber optic lines.

I get unlimited internet access 24/7 and it is totally free. (I use the neighbours wifi.) j/k

no data caps. I DL about 1-2 TB/month. Mostly TV/movies I buy on iTunes. The rest is Netflix, other streaming, ps4/xbone use, and iPhone / iPad use. Oh and desktops for general use and 2 MMORPGS. 2 of us live in the house. Most ps4/xbone games are huge ..10-50gb. Each console DLs 4-5GB so you can play and does the rest when idle or while u play. That's gonna suck for ppl with 100-300GB caps
one other way is get an Asus router with dual WAN PORTS. You can set up for load balance or failover. Buy 2 ISPs, when you cap one, fail over to the other
Im worried if Comcast buys Twc, I'll have that stupid 300GB a month cap
point being: if you buy Xxx Mbps, you should be able to DL at max speed 24/7/365. If ISPs can't handle that, then they need to CAP THE SPEED FOR SALES. Like no more than 10-20Mbps
theres also another way around most ISPs port blocking, throttling, and capping: buy a business class. Same speeds the offer residents, but you pay 3Xs more. My speed costs residents 129.99 out here. I got sick of throttling etc. So I got a bus class. I pay 330$a/month vs 130 for residents
olus a bus class has an actual WRITTEN contract with an ISP. My contract states: no port block. No throttling of data (not my data nor data from you tube , etc) of any kind, and no data caps. If Comcast buys Twc, they must honor the contract. They may try pulling a few stunts, but then I'll fax them a copy if the contract, and it'll all go away... If not, I sue them. It'd be a quick and easy suit as I have a written contract. As part of the merger, Comcast is required to honor Twc bus contracts.
Ive never come across ISPs like you all are posting except for mobile policies. Att, Verizon, Comcast, Twc are all MUCH better than what I see here. Also in Mose cities you can can an LTE ISP

my ATT iphone gets mobile hotspot and 25GB/month (LTE,4g,3G,edge,gprs) under my family plan for 30$ per phone on my plan. I have 4 phones. Our 2 iPads bought a plan back when ipad 1s were sold... 49.99/month UNLIMTED data on both iPads, and we can pass it on to new iPads. However, if the monthly payment fails, we lose it forever
the nice thing about tablets is you don't need cell data all the time. If you are inside a lot.. Use wifi... Then buy a data plan when traveling. ATT does 5gb/month for 30usd. LTE PLUS hot spot. When I had that in my phone b4 the family plan, I used 1gb tops. Netflix streaming is very optimized and doesn't take a lot unless you watch it 8-10hrs a day.

Bumping up an old topic- A quick question. I am regularly exceeding my data cap (mostly streaming and, browsing. I barely download anything) and I am wondering If i buy a VPN. Would I be able to stream Netflix, Youtube, Spotify there without consuming the data from my ISP (barring of course the connection to the VPS). I have a measly 16Mbps connection- Would a good VPN be faster than that.. Is this how it works?

When you're connected to a VPN, you are still using your data from your ISP.
On the one hand, compression can improve things a little bit for web pages and uncompressed things.
On the other hand, Netflix is already compressed to small file sizes (House of Cards is in HEVC H.265 which is even more compressed than H.264 or MPEG-4 AVC if you prefer). Spotify is OGG, and Youtube webm. So all these streaming services are already serving compressed content that a VPN encryption and compression wouldn't really reduce.
Actually, OpenVPN, the standard VPN protocol, adds a 69 bytes overhead to each packet transmitted. Now you could think that 69 bytes aren't much. Multiply it by the number of packets transmitted while you watch Netflix and boom! You'll find yourself consuming additional Gigabytes of your ISP bandwidth, instead of saving them.
Nevertheless, a VPN can increase your connection speed to Netflix and other streaming services if your ISP is throttling them. Indeed, a VPN could have faster routes to Netflix than your ISP, eliminating latency. And with the encryption, your ISP won't see that you're watching Netflix.

The only option you have is to buy a VPS, download to that, compress the data as much as possible, then DL that, but doing this all the time will be a real pain in the ass.
