How can I buy cheapest .com domains?
The cheapest out there is $9 if you want it for more than one year. Cloudflare gives at cost (means at no profit to them) domain registrations for .com domains at that price. So does AWS I believe.

But otherwise all other registrars will give you massive discounts for the first year and then charge you their actual prices after that.

You can research and compare prices from different domain registrars. Some popular registrars include GoDaddy, Namecheap, Google Domains, and Bluehost. Use their websites to check the current prices for .com domains.

They occasionally give out good discounts on domain names

Basically anywhere? :/
Depends on the name...

godaddy have promotion for 99 cent domain .

Incredible how aggressive these guys from Spaceship have landed. They are Namecheap, probably will be raising prices in no time
Personally I prefer to exclusively look to renewals, not to registers.
There is no reason to don't use a company because their renewal price is high. All domains companies give you the transfer code, so you are free to transfer to cheaper company before it expires.

You can check on those price comparison websites mentioned above by both @tazarbm and @RoiBox

Alternatively, if you are looking for hosting also you can use orangehost they offer free domain with all their web hosting plans.
The smallest plan costs around $14 with promotional discount for 1st year including your .com.
I signed up in June 2023 and the hosting quality is ok for small websites.
Domain renewal price as expected is higher around $13 but you can transfer it to some other registrar from 2nd year.
Hosting renewal is around $25 from 2nd year onwards.

A massive hassle for me to move DNS once I'm sold into a domain company. For just the couple of bucks I save, not worthy the time I take to do the move. I can understand though, that for some sort of churn and burn purposes, going with the cheapest is preferrable.
