How can I bulk create gmail accounts without phone number?

I got system setup which allows me to run virtual devices that pass fingerprinting detections and I want to create gmail accounts for my own professional use.
In the past I bought accounts but quality is bad and I need the accounts to work for a long time so I want to create them myself and then always log into those accounts from the same "device", this way not getting blocked by google.
I just dont know a good method to create gmail addresses in bulk without needing phone verificatino. I would be happy if someone can help me with this. I am also willing to pay for the information but it must work in a scaleable way.
