Is there a free service that shows spammy links that could cause penalties.
 
No such thing. Manual review is needed, and nobody will do it for free, because it is time consuming.
 
How can this be done manually. Is there a best practice.
 
You can do a manual review easily by using free tools. Just check the referring domains and what authority they have. Check if they're not hacked or spammed with millions of links. Compare domain ratings between two tools at least to make a correct decision.

ahref could be used for what you want to do, keep in mind you would have to pay at least the trial amount of $7 or the monthly service that is really expensive.
 
If you are the owner of this website, you can get all list of links in google webmaster tool, if it's not a lot, your get detect by yourself spammy one. An only free alternative, which is not that good I think it's Moz plugin that can detect spammy, low quality one, by visiting it, by still need to check it, one by one. After checking which are wrong for you, disawow them.
